Bid Manager / Tender & Proposal Manager

Department: Business Development / Commercial / Strategic Projects

Role Purpose

The Bid Manager / Tender & Proposal Manager is responsible for managing the end-to-end tender and proposal lifecycle, ensuring that all submissions are fully compliant, commercially sound, technically aligned, professionally presented, and submitted within required deadlines.

The role acts as the central coordination point between Sales, Technical, Finance, Legal, Operations, Management, Partners, and Vendors to develop high-quality responses for government and commercial opportunities across the UAE and wider GCC region.

Key Responsibilities

Tender & Bid Management

  • Manage the full bid lifecycle from RFP/RFQ/RFI receipt through clarification, proposal development, internal approval, submission, and post-bid follow-up.
  • Review tender documents in detail and identify mandatory requirements, pass/fail conditions, evaluation criteria, submission instructions, contractual obligations, and commercial requirements.
  • Develop and maintain bid compliance matrices to ensure every customer requirement is addressed and traceable within the proposal.
  • Track proposal deadlines, clarification deadlines, internal review dates, approvals, and submission requirements.
  • Support management in bid/no-bid decisions by assessing opportunity value, competition, technical fit, delivery capability, commercial risk, and probability of success.

Proposal Development & Quality Assurance

  • Coordinate technical, commercial, legal, financial, and administrative inputs from internal stakeholders and external partners.
  • Prepare proposal structures, executive summaries, company profiles, methodologies, implementation approaches, compliance statements, and tender-specific responses.
  • Review technical responses provided by subject matter experts to ensure they directly address customer requirements and remain consistent with the RFP.
  • Ensure strict separation between technical and commercial proposals where required by the tender.
  • Conduct final quality assurance of proposals, including document consistency, formatting, page numbering, table of contents, project names, contact details, version control, and removal of legacy or duplicated content.
  • Maintain a bid library containing reusable proposal content, company credentials, technical capabilities, certifications, references, CVs, policies, and standard responses.

Commercial Coordination

  • Develop and validate commercial pricing schedules, including one-time costs, recurring costs, licensing, professional services, support, maintenance, deductible amounts, and optional services.
  • Coordinate with Finance and Management to obtain pricing approvals, margins, payment terms, VAT treatment, and commercial sign-off.
  • Ensure pricing is complete, transparent, correctly structured, internally approved, and aligned with the customer's requested commercial template.

Stakeholder & Partner Coordination

  • Coordinate effectively with technical teams, management, finance, legal, sales, vendors, partners, and customer procurement teams.
  • Coordinate with OEMs, technology partners, subcontractors, and vendors to obtain technical documentation, quotations, authorization letters, and compliance responses.
  • Manage clarification questions and ensure all communications with procurement authorities follow the required tender communication channels.
  • Support presentations, demonstrations, clarification meetings, negotiation rounds, and Best and Final Offer (BAFO) submissions.

Compliance & Documentation

  • Ensure all mandatory corporate documents are included, such as trade licences, NDA forms, powers of attorney, certificates, references, CVs, ICV documentation, and other required attachments.
  • Ensure that all mandatory requirements, evaluation criteria, contractual requirements, and submission instructions are addressed before submission.
  • Maintain accurate records of active, submitted, awarded, lost, and cancelled opportunities.
  • Provide regular bid pipeline reporting to management.
  • Capture lessons learned after each tender and continuously improve proposal quality, compliance, and bid processes.

Bid Strategy

  • Analyze evaluation criteria and develop bid strategies aimed at maximizing technical, commercial, and In-Country Value (ICV) scoring.
  • Assess technical, commercial, operational, and contractual risks associated with each opportunity.
  • Continuously improve bid processes, reusable content, and proposal quality based on tender outcomes and lessons learned.

Key Areas of Accountability

Tender Compliance

Ensure that all mandatory requirements, evaluation criteria, contractual requirements, and submission instructions are addressed before submission.

Proposal Management

Own the proposal development process and ensure that all contributions are delivered on time, reviewed, consolidated, and presented professionally.

Commercial Coordination

Ensure pricing is complete, transparent, correctly structured, internally approved, and aligned with the customer's requested commercial template.

Stakeholder Management

Coordinate effectively with technical teams, management, finance, legal, sales, vendors, partners, and customer procurement teams.

Quality Assurance

Perform final bid reviews to eliminate inconsistencies, missing information, outdated content, commercial leakage, formatting issues, and compliance risks.

Required Skills

  • Strong knowledge of government and enterprise tender processes.
  • Excellent RFP/RFQ/RFI analysis and compliance-management skills.
  • Strong proposal writing, editing, and document-review capabilities.
  • Ability to understand cybersecurity, AI, cloud, infrastructure, managed services, and technology solutions at a commercial and technical level.
  • Strong commercial awareness and ability to interpret pricing models.
  • Excellent proficiency in Microsoft Word, Excel, PowerPoint, and document-management tools.
  • Strong attention to detail and ability to identify compliance risks.
  • Ability to manage multiple tenders simultaneously under strict deadlines.
  • Strong communication, coordination, negotiation, and stakeholder-management skills.
  • Excellent written and spoken English.
  • Arabic language capability is an advantage for UAE government tenders.
  • Strong understanding of UAE procurement requirements and GCC business practices.

Preferred Experience

  • Experience managing technology, cybersecurity, digital transformation, AI, cloud, or managed-services tenders.
  • Experience working with UAE government, federal entities, semi-government organizations, critical infrastructure, and regulated sectors.
  • Familiarity with cybersecurity and technology frameworks such as:
    • ISO 27001
    • NIST
    • UAE cybersecurity requirements
    • AI governance standards
    • Data protection requirements
  • Experience working with OEMs, system integrators, consulting firms, and technology partners.

Key Performance Indicators (KPIs)

Performance will be measured against the following key indicators:

  • Percentage of bids submitted on time.
  • Bid compliance rate.
  • Proposal quality and internal review score.
  • Tender win rate.
  • Number of disqualifications due to administrative or compliance errors.
  • Accuracy of commercial submissions.
  • Timely completion of internal approvals.
  • Bid pipeline visibility and reporting accuracy.
  • Improvement and utilization of reusable bid content and proposal library.
  • Successful coordination of technical, commercial, and partner inputs.

Role Summary

The Bid Manager / Tender & Proposal Manager serves as the owner and quality controller of the complete tender submission process, ensuring that the organization presents a compliant, competitive, technically credible, commercially viable, and professionally structured response to every opportunity.
